Child Employment Permits

The Child Protection Support Service for Schools (CPSSS) issues employment permits in respect of children of compulsory school age who propose to engage in part-time employment and who live in the Belfast Education and Library Board area.

As required by law [The Children (Northern Ireland) Order 1995, Part X11, articles 135/6 & The Employment of Children Regulations (Northern Ireland) 1996, amended 2006)], all employers of children of compulsory school age must apply for a permit to the Belfast Education and Library Board before the proposed starting date of the child. The application must include written consent from the parent/carer of the child.

N.B. It is unlawful for any child under the age of thirteen to be employed.

If the Designated Officers in CPSSS are satisfied that all legal and regulatory conditions are being met, an employment permit is issued. If a permit is not issued, the proposed employment is unlawful.

Child Performance Licences

The Child Protection Support Service for Schools (CPSSS) issues performance licences in respect of children of compulsory school age who live in the Belfast Education and Library Board area and who propose to engage in public performances, both broadcast and non- broadcast.

As required by law [The Children (Northern Ireland) Order 1995, Part X11, articles 137 – 145 & Children (Public Performances) Regulations (Northern Ireland) 1996], all production companies should apply for a licence for each child to the Belfast Education and Library Board at least thirty days before the first performance (as required by the 1996 Regulations).

The application must be accompanied by :

  • Written consent from the parent/carer
  • Written consent from the principal of the school attended by the child if the performance/s will necessitate absence from school
  • Photographs of the child
  • Proof of age of the child

If the Designated Officers in CPSSS are satisfied that all legal and regulatory conditions are being met, a performance licence is issued. If a licence is not issued, the proposed performance is unlawful.

Chaperone Licences

The Child Protection Support Service for Schools licenses, registers and trains chaperones for children who have been licensed to perform.

As required by law [Children (Public Performances) Regulations (Northern Ireland) 1996 Regulation 14], all licensed children who perform, if not accompanied by a parent/carer, must be accompanied by a licensed chaperone who “shall have the care and control of the child with a view to securing his health, kind treatment and moral welfare” (Reg 14). The chaperone would care for a maximum of 12 children and would be engaged / employed by the production company.

The Belfast Education and Library Board holds the register of all licensed chaperones throughout Northern Ireland.
